# Board gender quotas: new faces or new decisions?

Board composition is one of the fastest-growing keywords across the tracked journals, and board gender diversity is a large topic in finance, accounting and management. But only 7 of 135 such papers carry a quota, mandate or regulation keyword, just as the EU's quota directive reaches its target date. Do quotas change how boards decide, or only who sits on them?

## What prompted this

"Board composition" grew across all journals (13 papers in July–September 2026 against about 4 expected; see the [trends page](/trends)). Since October 2025, 135 papers carry a board-gender-diversity, female-director or board-diversity keyword (51 in finance journals, 37 in accounting, 30 in management, 17 in economics). Only 7 of them also carry a quota, mandate, regulation, law or legislation keyword.

## Questions

- When a quota forces new appointments, do board decisions change (risk taking, payouts, CEO pay, sustainability), or do boards move decisions to committees that stay as they were?
- Do quota appointees differ from voluntary ones in experience and networks, and does that explain the results?
- Does the EU directive, with its June 2026 target, repeat the results of Norway's earlier quota, or do newer quotas work differently?

## Data that could help

Director-level data (BoardEx), quota laws and their dates by country, and firm outcomes (Compustat Global, Orbis).

## Next step

Code the quota laws and target dates across EU member states and count how many listed firms were below target the year before.
