# China's local debt swap and the firms that wait to be paid

Local government finance is rising in the economics journals, and local government debt is a large topic in finance as China's property slump cut land revenue. In late 2024 China launched a large swap of local governments' hidden debt. Did it get suppliers paid and credit flowing, or just move risk to banks?

## What prompted this

In economics, "local government finance" had 8 papers in July–September 2026 against 3 expected (see the [economics dashboard](/categories/economics)). Since October 2025, 77 papers carry a local-government-debt, land-finance or local-government-finance keyword (42 in finance journals, 31 in economics); 16 of them also carry a housing, real-estate, land or property keyword.

## Questions

- Did provinces with larger swap quotas pay overdue bills to firms sooner, and did those firms then invest or hire more?
- Did the swap lower borrowing costs of local government financing vehicles, and did the banks that bought the new bonds cut other lending?
- Does replacing hidden debt with official bonds change how local governments spend?

## Data that could help

Swap quotas and bond issuance by province, bonds of local government financing vehicles (Wind, CSMAR), listed firms' receivables from government-linked customers, and bank balance sheets.

## Next step

Collect provincial swap quotas for 2024–2026 and relate them to changes in listed firms' receivables from government-linked customers.
