# Critical-mineral export controls and the energy transition

Critical minerals rose from almost nothing to one of the fastest-growing keywords across the tracked journals this year. Export controls on gallium, germanium, graphite and some rare earths since 2023 are natural experiments. Do they raise costs for clean-energy producers, speed up substitution and new supply, or both?

## What prompted this

Across all journals, "critical minerals" had 9 papers in July–September 2026 against about 1 expected from its earlier share (see the [trends page](/trends)). Since October 2025 it appears on 14 papers, "rare earth elements" on 12 and "lithium" on 11, most of them in economics and finance journals.

## Questions

- After an export control is announced, how do prices outside the controlling country, and the share prices of the firms that use the mineral, respond?
- Do controls speed up substitution (new materials and chemistries) and new mines elsewhere, and how fast?
- Which clean-energy supply chains are most exposed, by product and country?

## Data that could help

Export-control announcement dates, trade flows by product (UN Comtrade, China Customs), mineral prices, firms' supplier links, and patents on substitute materials.

## Next step

Build a list of critical-mineral export controls since 2023 and run an event study of the share prices of firms that use the minerals.
