# Hukou reform and the migrants who stay

Household registration and hukou reform appear on 22 recent papers in the economics and finance journals, and rural-urban migration on 15. Chinese cities have loosened residence rules, and many smaller cities now grant local registration freely. Do migrants settle when they can, and do cities gain workers or welfare costs?

## What prompted this

Since October 2025, 22 papers carry a hukou or household-registration keyword (14 in economics journals, 7 in finance): "household registration" on 14, "hukou reform" on 6. "Rural-urban migration" appears on 15 papers. The reforms differ sharply by city size, which few papers exploit.

## Questions

- In cities that removed registration limits, did migrants bring their families, buy homes and enrol children in local schools, and did their consumption rise?
- Did large cities that kept points-based systems lose workers to cities that opened, and did wages respond?
- What did local governments spend on schools and health care for new residents, and did the fiscal transfers follow the people?

## Data that could help

City-level reform dates and rules, migrant surveys (the China Migrants Dynamic Survey), housing transactions and municipal budgets.

## Next step

Use the staggered relaxation of registration rules across cities to compare migrants' family settlement and home purchases before and after.
