# Industry 4.0 for small manufacturers: adoption without engineers

Industry 4.0, Industry 5.0 and smart manufacturing appear on 121 recent papers, but only 26 of them carry a small-firm, adoption, barrier or maturity keyword. Large manufacturers have automated and connected their plants; most small ones have not. What holds them back, and which support programmes have moved the needle?

## What prompted this

Since October 2025, 121 papers carry an Industry 4.0, Industry 5.0, smart-manufacturing or smart-factory keyword (37 in management journals, 31 in operations research, 28 in AI): "Industry 4.0" on 54, "smart manufacturing" on 35, "Industry 5.0" on 32. Only 26 of them also carry a small-firm, SME, adoption, barrier, readiness or maturity keyword.

## Questions

- Among small manufacturers, is the binding constraint financing, skills, the absence of an engineer on staff, or the lack of a clear return?
- Do subsidized adoption programmes (Germany's and Japan's digitalization grants, US manufacturing extension) raise productivity, or mostly fund equipment that would have been bought anyway?
- Do small suppliers adopt when a large customer requires data connections, and do they capture any of the gains?

## Data that could help

Firm surveys on technology adoption, programme participation records, firm accounts and supplier-customer links.

## Next step

Compare the productivity growth of small manufacturers that received digitalization grants with similar applicants that were rejected or waitlisted.
