# Mixed-ownership reform: does private capital change state firms?

Non-state-owned enterprises are a rising keyword in the economics journals, and state ownership is one of the most common comparisons in research on Chinese firms. Yet "mixed ownership reform" appears on only 9 recent papers. When private investors buy into state firms, do governance and performance change, or only the shareholder list?

## What prompted this

In economics, "non-state-owned enterprises" had 12 papers in July–September 2026 against 7 expected (see the [economics dashboard](/categories/economics)). Over the last 12 complete months "state-owned enterprises" appeared on 666 papers, and since October 2025 "non-state-owned enterprises" on 169 (107 in finance journals). "Mixed ownership reform" appears on just 9 papers and "mixed ownership" on 2.

## Questions

- When private investors take board seats in state firms, do investment efficiency, pay structures and profitability change?
- Does it matter whether the new investor is a strategic partner, a fund or another state-linked firm?
- Do the firms' banks and suppliers treat them differently afterwards?
