# Moving relief before the disaster

Humanitarian logistics is an active topic in operations research, and climate shocks a rising one in economics. Aid agencies now release money and move supplies when a forecast crosses a threshold, before a flood or drought hits. Only 11 of 103 recent humanitarian-logistics papers carry a forecast, early-warning or climate keyword. When does acting early pay off?

## What prompted this

Since October 2025, 103 papers carry a humanitarian-logistics, disaster-relief, emergency-logistics or relief keyword (48 in operations research journals). Only 11 of them carry a forecast, anticipatory, early-warning, climate or pre-positioning keyword. "Climate shocks" appears on 44 papers, 32 of them in economics.

## Questions

- Given how good the forecasts are, at what probability of a flood or drought should supplies be moved, and how much is lost to false alarms?
- Does acting early reduce deaths, distress sales of assets and hunger more than the same money spent after the disaster?
- Where should warehouses be when forecasts are unsure where the shock will land?

## Data that could help

Archived forecasts and outcomes (for example river-flood forecasts and rainfall records), aid agencies' data on early actions, and household surveys after disasters.

## Next step

Build a two-stage stochastic model that moves supplies according to archived flood forecasts for one river basin, and compare it with responding after the flood.
