Digital public infrastructure and who it reaches

E-government appears on 28 recent papers and digital identity on 4, while India's identity, payment and data-sharing systems have become a model that dozens of countries are copying. What have the systems changed for welfare delivery, tax collection and the firms built on top of them, and who is left out?

What prompted this#

Since October 2025, 66 papers carry an e-government, digital-identity, digital-government or digital-ID keyword (23 in AI journals, 19 in finance, 13 in economics): "e-government" on 28, "digital identity" on 4. Most study adoption and satisfaction with online services rather than the economic effects of the underlying systems.

Questions#

  • Did biometric identity and direct benefit transfers cut leakage in welfare programmes without excluding people who fail authentication?
  • Did instant payment systems raise formal transactions and tax revenue, and which firms grew on top of them?
  • When a country copies the model, which components matter, and what happens when the identity system goes down?

Data that could help#

Programme administrative data (India's direct benefit transfer and UPI statistics), household surveys on exclusion, firm registrations and tax revenue.

Next step#

Compare welfare payment leakage and exclusion rates before and after biometric authentication in Indian states that adopted it at different times.
